高雄市鄭姓女子四年前蓄意旋開瓦斯鋼瓶閥，再用打火機點火釀民宅氣爆，害自己顏面、四肢有燒燙傷，檢警據高雄市消防局火調報告，依放火燒燬住宅罪嫌起訴鄭女。然而，鄭女不斷辯稱，「不記得案發經過」，鄭父也證稱，女兒長期受思覺失調症所苦，有就醫診斷紀錄，高雄地方特惠組合法院認定鄭女犯案時，出現被害妄想才想輕生，判她無罪，令她入處所施以監護1年。鄭女與舅舅、舅媽同住一屋，卻在四年前10月31日時，將放在一樓客廳茶几旁的瓦斯鋼瓶氣閥開關轉開，讓瓦斯外洩，再點火點燃瓦斯，害民宅氣爆，現場一片慘不忍睹，沙發塑膠皮、電視機外殼全被燒熔，茶几桌板結構也被高溫燒得碳化，幸好氣爆威力不至於讓住宅主結人氣產品過年送禮推薦構損壞。. } }); } 同棟住戶聽聞氣爆聲響，通報高雄市消防局趕抵搶救，涉嫌縱火的鄭女也被依法送辦。鄭女到案辯稱，有聽過父親講述過此事，但已不記得案發經過。鄭女辯護人也辯稱，鄭女受妄想型思覺失調症影響人氣產品網購人氣商品，犯案時欠缺辨識、行為能力，也就沒有責任能力。檢方調查，鄭女案發前曾陸續在家割腕、用刀刺傷胸口，還曾從3樓高處一躍而下，送往高雄榮民總醫院急診救治，發現她出現被害意念，還有視聽幻覺等症狀，經醫院診斷，鄭女疑似有思覺失調症。鄭女在犯案那年9月22日出院，隨後在10月31日縱火，害自己顏面、右上肢、雙下肢有二度燒傷，受傷表面積占全身13%。高雄地方法院認定，鄭女犯案時受被害妄想影響，無法分辨現實與妄想情境，深感無望才萌生自輕生念頭，判她無罪。然而，鄭女行為對他人生命財產有高度危險性，若缺乏適度治療，恐有再犯疑慮；為優惠專區必買及早預防，法官令她持續接受精神評估、治療，並入相當處所施以監護1年，可上訴。高雄市鄭女患思覺失調症，4年前出現被害妄想，旋開瓦斯又點火釀氣爆，高雄地方法院認定她無行為辨識能力，判她無罪，但要施以監護1年。圖／報系資料照 分享 facebook
暴風圈接近東北部 越晚雨勢越顯著
【台灣醒報記者藍苡瑄台北報導】「強颱『瑪莉亞』在13點時距離宜蘭東方390公里海面上，10日晚上到11日清晨雨勢最顯著。」中央氣象局預報員顏增璽10日受訪時表示，颱風以每小時速度35公里朝西北西前進，10級暴風半徑未來有機會經過基隆，造成風浪，北台灣近日適逢大潮，要小心海水倒灌。北捷新聞課長凌啟堯說，已加強檢查平時設立在捷運出入口的防洪擋板、抽水機，適時增派人手，防止淹水。
「全台各地有雨，以北部降雨最明顯，整天都有間歇性降雨。」顏增璽說，雨勢越晚越大，尤其是在10日晚上到11日清晨最顯著，10日晚間起，中南部也會降雨。現在針對北部、台北山區、新北市 基隆、宜蘭山區等地也發布豪雨特報。未來10級暴風半徑會經過基隆，要注意風浪，北部、西南部、東半部濱海地區及綠島、恆春半島、馬祖已有長浪出現，請避免前往海邊活動。
氣象局提醒，適逢大潮，西半部、東北部及馬祖沿海低窪地區應防海水倒灌及淹水。颱風的暴風圈將於11日中午脫離台灣，下午雨勢會逐漸變小。花蓮地區則是要注意焚風，10日出現38.6高溫，11日也有機會發生焚風現象。其他地區11日將有降雨情形，溫度較低，大約是30度左右。
北捷防洪擋板設置在各出路口，也有準備抽水機待命。凌啟堯說，北捷已經做好萬全的準備。若鄰近的淡水河、基隆河或是路面上嚴重積水，防洪擋板會升上來，適時增派人手支援，目前是正常營運。
北捷早已為防颱做準備，10日下午4點起，台北市停止上班及上課，所以北捷將提早加密尖峰班距疏運旅客，後續視颱風狀態調整班距。
台灣高鐵公司則已完成防颱應變中心開設，24小時監控全線颱風動態，10日全線維持正常營運服務， 11日營運模式，則於10日晚間8點時前宣布公告。
至於飛行方面，民航局表示，截至10日下午2點，國內航線取消118、延誤0架次，兩岸暨國際航線取消175、延誤21架次。桃園機場於航站南北路地下道前、中央通道入口、停車場入口等，備妥沙包並測試防水閘門功能正常，空側部分確保各排水幹線箱涵順暢，備有多部大型抽水機、挖土機、發電機等防颱準備設施待命。
台鐵局10日西部幹線（基隆至潮州間），下行自177次自強號（台北下午5點45分開）開行後，全部停駛。上行自138次自強號（高雄下午3點38分開）開行後，全部停駛。
